not op but once i had "system interrupts" in task manager using 30% of cpu time and at first i thought i had a miner but nuke & pave didn't fix it.
it went away after i took everything out of the mobo and put it back in. loose connection i guess? like a nintendo cart.

on WIndows, you go settings > update and security > recovery and select "reset this PC"
