If you’re 100% serious then you’re going to need some really beefy hardware like a 64-core threadripper and be really good at low level programming (ie C++) and have extensive knowledge of AVX optimization. You’re going to need at bare minimum of 1 TFLOP of DP64 compute horsepower if you want an AI that does more than a basic chatbot. In theory you could achieve this with a GPU via opencl/cuda programming but it’s exponentially harder to program for that because you have to optimize for thousands of cores instead of just 64 and you’ll be very memory limited.

Like I said, exponentially harder, memory limited. You better have the IQ of Albert Einstein. But you’re not going to get 1 TFLOP of FP64 out of an nvidia GPU, even a 3090.

Depends on what you know.
If you know nothing at all you start with learning how to read, write and count, then move on to linear algebra, then a programing language doesn’t’ matter which one, then you learn some algorithms, starting from search and sort algorithms, then moving on to genetic and swarm algorithms, then move on to neural networks. Then you learn how to acquire and prepare datasets and validate the obtained results.At some point you pick up some hardware along the way. Anything will do for initial testing, but applying it to real world problems, especially in real time applications, you might want to invest in to something beefy
