SumatraPDF if you run Windows.-

unironically microsoft edge. at my old job, it would completely ignore the security shit they tried to build into the sheets with adobe and i could just edit any field i wanted to. using anything else (especially acrobat) was a much bigger pain in the ass

Sumatra for viewing is probably the best but it’s horrible if you need to print a massive file, so I switch to Edge for this situation.
