I have this exact same phenotype and can’t grow a proper beard. I suspect they had the same issue.

Facial hair growth is only partially affected by t levels. It’s largely informed by sensitivity to DHT, which yes is a product of testosterone but individual sensitivity to DHT seems to be genetically predetermined regardless of hormonal profile and often is correlated with place of origin- West and South Asians are the most sensitive and thus usually begin growing facial hair earlier in pubertal development and have the capability to grew dense full beards relatively quickly while East Asians and Amerindians grow sparse facial hair. I cannot stress this enough because Europeans colonists were extremely impressed with the physical capabilities, physiques and rugged lifestyles of Amerindians and Native Hawaiians-some of the most hairless people on the planet.
The correlation between decreased hormonal profiles and sparse facial hair only manifests in people who already have a predisposition toward growing facial hair i.e. guy should be able to grow a full beard but lower t levels are hampering the priming of hair follicles and conversion of DHT.
That being said, the prevalence of genetic proclivities in a population does not mean that fluctuation does not exist in an individual level. If you’re Middle Eastern or European or whatever and cannot grow a proper beard, this does not necessarily mean you have an androgen deficiency. If you make all the proper lifestyle adjustments or are taking hormonal supplements and still are dissatisfied with your facial hair growth, you must accept that perhaps you have a genetic proclivity against the development of facial hair and boosting your t levels even higher is not going to change that.-
