Scripture is authoritative, it's just not the only authority because it can't interpret itself or define doctrine on it's own, that is why we have Church which is infallible due to being preserved by the Holy Spirit.

It can’t though. An interpretation requires a church to do the interpreting. Scripture alone can’t provide that. From interpretation stems doctrine
Because Peter was the top elder in the Jerusalem church, Jesus never said he played the role of a monarch who everybody had to obey and could make infallible statements. Peter acted hypocritically because of the pressure of "people from James", how did James have that power if Peter was the undisputed head of the church and vicar of Christ? How did Paul have the authority to rebuke him to his face? Paul wasn't even a Bishop, and started preaching before even contacting the Jerusalem apostles, he didn't need Peter's authority to do it.
St. Peter is the rock upon which the Jesus built his Church. Although all of the Apostles were given the ability to heal the sick and drive out evil spirits only Peter was given the ability to absolve people of their sins as Christ could. He was first among equals. Nobody needs the permission of the Peter or his successors to preach for did not John the Baptist do miracles without the permission of Christ?
Mark 9:38 John said to Him, “Teacher, we saw someone casting out demons in Your name, and we tried to prevent him because he was not following us.”
Mark 9:39 “Do not stop him,” Jesus said. “For no one who does a miracle in my name can in the next moment say anything bad about me."
Only when speaking From the Chair (ex cathedra) is the Pope infallible and only in regards to "defining a doctrine concerning faith or morals to be held by the whole Church." Essentially he makes a statement on the doctrine of the Church that cannot be argued against. The Pope cannot be nor is he infallible in any other way or on any other subject.
