All of these processes make some alcohol, since yeast makes it as a byproduct when consuming sugar.

Any starch can also be broken down into sugar, so you'd have to ban vegetables, grains, flours, etc. to stop it from being easily available in every home. Trying to ban sugar is just a complete misunderstanding of biochemistry and food preservation. I know you're thinking about refined sugar, but that's only because you think the situation is simpler than it really is. Sugar would be pretty easy to get/make for drinks and recipes but home canning and small businesses would instantly stop functioning.
