The Isaurians were Roman citizens for centuries and were 'Roman nationals' but nobody saw them as Roman and even rioted because they were not seen as Romans. Citizenship didn't matter to if you were Roman or not.

Augustine actually bitches about this in City of God. The Greeks and Romans viewed themselves as two distinct ethnicities and didn't like Berbers like him claiming their achievements as his own, and this made him really butthurt. He also didn't like it that they kept viewing themselves as distinct ethnoses even as the Roman Empire's government became increasingly non-Roman and non-Greek.

The Byzantine's failings are due their own incompetence. Ottoman Turks shared the same geopolitical situation but conquered everyone around them. The Byzzies are the biggest state in that area, they should be expanding in all direction but instead they get bullied by everyone around them.
It's almost like mutliple peoples migrating into a region for literal centuries is hard to fight against. The Ottomans and Byzantines didn't share the same circumstances at all.
