yeah i saw them at target which is what i assume they all got them from. i seriously doubt they actually listen to def leppard.
Probably has more to do with merchandising that anything. Fast fashion stores are full of classic rock merch at the moment, Stones especially, but never any Beatles stuff. Presumably they're strictest with licensing, just like they are with their music being used in ads. I know this because I want a Beatles shirt and can't find any in the shops.
Current popularity is probably better measured on Spotify, where Queen is most popular.
Their breakout hit, One, rode the tide of anti-war sentiment that defined much of gen-X. We all grew up watching M*A*S*H, enamoured with the 60s hippie & draft-dodging movement as legend (though we never experienced it 1st-hand). They were harder, faster and heavier than punk; plus, they then made this hot, intelligent (to 80s teens) anti-war song. Why wouldn't the music industry push someone like that? The millennials otoh started a pro-war trend in youth because (a) they were rebelling against their anti-war parents, The (actual) Boomers; and (b) 9-11 reversed the anti-war trend in the early 00s zeitgetist.

I must say, I see at least one Metallica t-shirt almost every time I leave the house. Beatles not so much. I see more Stones shirts than Beatles.
Led Zeppelin too now that I think about it. The big 4 t-shirt bands are definitely Metallica, The Rolling Stones, Led Zeppelin, and The Beatles
