        This is false, many people receive the title of mathematician from their national society without a phdizzle. High school teachers outside the hellhole of the US of A are often eligible to receive the title, given that they are knowledge workers in the field of mathematics.

        The fact you think universities have much say in this at all shows you have a very shallow understanding of real world academia. It's the societies, fellowships, think tanks etc that run the show.
