That still uses ETH for gas fees.
You only pay fees on the Arbitrum network which is much cheaper. Right now it's 10 cents to send ETH and 27 cents to swap tokens.

Polygon is slow as shit and full of shit.
Arbitrum is pretty nice, fast, has a decent pool of coins to trade.
Optimism is fast but lags in variety compared to Poly or Arb.
AVAX is fast but has shit volume

Whales and OGs value how secure and decentralized it is. They know it won't be having outages like BSC or Solana, and they can run their own nodes without paying $10k for AWS. Whales -> more liquidity -> more users -> dapp devs decide to build there.
